1.          The Organisation shall be known as The North Berwick & District Pool League and shall be thereafter referred to as the League.

2.          The object of the League shall be to foster and develop the game of Pool and further advance its members achievements.

3.          The League shall maintain membership of the Scottish Pool Association.

4.          The League shall be governed by an executive committee of Chairman, Vice-Chairman, Secretary and Treasurer plus one delegate from each member team making up the full committee, with one delegate doubling as Minute Secretary.

5.          Office Bearers shall be elected at the A.G.M. from delegates present.

6.          Executive members shall be elected on a 2 year rotational basis.

7.          Meetings of the League shall take place on the first Tuesday of each month at 8 pm on a team rotation basis for venue where practicable. Any team not represented at the meeting shall be liable for a fine of £10.00 or forfeiture of 1 point.

8.          Order of business at A.G.M. shall be as follows:

a)    Apologies.

b)    Minutes of last A.G.M.

c)    Chairman's report.

d)    Treasurer's report.

e)    Election of Office Bearers.

f)    Constitutional changes.

g)    Installation of new members.

h)    A. O. C. B.

9.          At all meetings the Chairman will preside, if not present then the Vice-Chairman will take the Chair, if neither present the Secretary shall Chair the meeting.

10.        A quorum of 50% of executive and delegates collectively must be attained before meetings take place.

11.        Voting at Meetings shall be a show of hands with one vote per executive member plus one vote per delegate present.

12.        The Chairman shall have a deliverance vote and a casting vote at all meetings and his ruling on points of order shall be final.

13.        Procedure at meetings shall be strictly adhered to by all delegates present, all discourse, remarks and representations shall be directed through the Chair and no delegates will be allowed to have a discussion across the floor. Any delegates deemed out of order from the Chair may be ejected from the meeting and may be subjected to disciplinary action.

14.        The Committee shall have the power to appoint such sub-committees and delegations as it may deem expedient.

15.        On a requisition, signed by a majority of members, stating the business to be considered, the Secretary shall call a Special A.G.M.

16.        The executive will have the power to convene a Special A.G.M. and advise members of its purpose.

17.        All communications shall be made through the Secretary who shall conduct all correspondence of the League.

18.        It is the responsibility of the delegates to relay information from the League to his/her member team.

19.        Any member, if unhappy with decisions made by the League, may make representation to the Committee for appeal against the decision. This must be made direct to the League Secretary in writing.

20.        All matches and competitions organised by the League shall be played under the rules recognised by the SPA.

21.        All Trophies shall remain the property of the League and the current holders shall be responsible for the safe custody and protection of same.

22.        All Trophies to be returned to the Secretary when the committee so decides.

23.        Constitutional rule changes will only be made at the A.G.M.

24.        Proposals for rule changes must be made in writing to the Secretary at least one month prior to the A.G.M.

25.        A player signing for any member League of the Federation, may not sign for another member League until his/her own domestic season is complete.

26.        All players must sign on a registration form which will be handed to League Secretary at a pre-arranged date. This meeting being prior to first league game. No North Berwick & District Pool League player will be allowed to sign for more than one team. Fees to be £2.00 for transfers (new signings are free). Any new or transferred signings must miss the next game following signing prior to appearing for the new team. Transfers must be accompanied by Captain’s signature and delivered to the Secretary.

27.        All League matches shall be played on Thursday evenings, but by mutual intimation to League Secretary matches may be played on an alternative date. Teams will consist of no less than six players. Any team failing to provide six signed players ready for play at recognized starting time for fixture will forfeit game to opponents. Any team with only six or seven players must name them from one to six or seven. One player cannot play against two players. All league matches will start at no later than 8.15pm.

28.        The Committee shall promote such competitions as they deem fit to further the interest within the League. In all singles and doubles matches rules regarding ties shall be made by the Committee prior to these competitions taking place, the rules to be made in accordance with circumstances prevailing at such times.

29.        Score Cards shall be properly and clearly marked and signed by the two Captains before sending to League Secretary. A fine of £10.00 or forfeiture of 1 point will be imposed on home team for failing to send score sheet prior to the Monday, following match. During any game should a dispute arise only the team Captains shall intervene.

30.        The Committee is empowered to fine teams or individuals a maximum of £10 or expulsion from the League for repeated offence at their discretion. Fines may be imposed for any misdemeanour including but not limited to: late payment of fines, individual or team misconduct & failure to attend League games.

31.        All protests shall be sent in writing to the League Secretary within five days of match being played. If the protest is upheld the offending team will be fined, if the protest fails the club lodging the complaint will be fined. The Committee to make the decision unless their club is involved. Surety for protest will be £10.00.

32.        Team Captains must have team names upon the board so that the game can start no later than 8.15pm. Team Captains must also be responsible for the behavior of their team, and to see that decorum is kept during the playing of matches so much so that the contest takes place under fair and sporting conditions. Captains will exchange names for the pairs before being put on the board, without changing the order of existing players.

33.        While all trophies are the property of the North Berwick and District Pool League, holders shall be responsible for their safe keeping. Trophies not returned in a clean and undamaged condition will be sent for cleaning and/or repair and the offending team shall pay the cost.

34.        General Rules

a)    There will be no gambling or any side bets allowed in the North Berwick and District Pool League.

b)    The Home Team shall pay the cost of the table.

c)    The games will be refereed alternately. Referee must be a signed player.

d)    It will be the duty of the two team captains to ascertain that the table is in order before match commences.

e)    All players must be at least 16 years of age.

f)    No coaching of players during a game, except the doubles partners.

g)    Pubs with adjacent tables must nominate a match table and close the other during the match play.

35.        Playing Rules

a)    All games will be played under Scottish Pool Association 8 Ball playing rules.

b)    A League draw shall not be possible. Therefore, if after completion of league fixtures two or more teams are tied on points, the team with the better game aggregate difference wins. If still tied, the better result in league fixtures matches between the drawn teams through league games wins. If still tied, there shall be a play-off at a drawn neutral venue between the remaining tied teams.
